I also personally prefer the organization in notability. The audio is pretty clear too, which is nice. I see Mendeley/Zotero and Papership App might do the job for another $15 - but not sure about the OCR for handwriting. Both are skittery writing and I bought the pencil screen film $18! and it is OK-ish no miracle. Was never a fan of MS but they have gotten a lot better with O365. I don't want my drawings or image out of line with my text. Evernotes highlighter is also complete crap. If Apple Notes or Preview had a highlight that wasn't so f-ing bright I would still be using it. You can't edit them easily but you can move them. Pro - I love that I can drag and drop files from my Mac to the app but the editing via Mac isn't great yet. Pro - Also the searchable OCR handwriting is fantastic for later essays use. I want to keep my notes and annotated PDFs in one app, please! Why can't anyone do both? Pro - I bought it because I love that you can add pages in between PDF article pages to keep your ideas and notes on that article in one file. The single-page copy paste a long bit of text for future use is super annoying because the + sign obviously shows there is more but there is no way to get to the end or continue to the next page/sheet whatever. Tried Notability and want to love it but no add pages to a file.
